Are you sure that you mean 16mm gauge and not 16mm scale? There is a very popular 16mm Narrow Gauge Society where you will find no end of info (Google it) as well as the two main 16mm groups (forums) on Yahoo, broadly one for members of the association and one that is open house for all matters 16mm scale (among other things) . One maybe a bit more "politically correct that the other but both are astounding value for the money - they are both free. Both are pretty heavily used at times. My experience of 16mm scale is that it is pretty elastic, at least where most proprietory kits and bits are concerned.
Then of course there are various offshoot forums -still allied to garden railways at mainly 16mm but specifically aimed at propulsion types and building methods.

As has been mentioned Garden Railway mag is very good, but not free, so I would advocate the free information approach first and then maybe a society membership with free mags and insurance thrown in.

Thanks !
I'm afraid that I'm a little bit lost between 16mm gauge and 16mm scale...
