I don't know this system but if you have the programming skills, the hardware is readily available for little money. It should work well enough and these days a lot of people have an Android smartphone.

Looks like it's based around an Arduino board. It doesn't say which App it uses, but the system sounds similar to Blue Rail - http://bluerailtrains.com/
