Building the axle box but can't see where the four little strips will fit. From the instructions it looks like they're the 'tie rail'? But any idea where exactly they go? The pic in th instructions aren't that clear??

I'm currently building a Christmas present of a goods wagon IP22.
Building the axle box but can't see where the four little strips will fit. From the instructions it looks like they're the 'tie rail'? But any idea where exactly they go? The pic in th instructions aren't that clear??
