Laying ballast

Beginning to lay track on the Tycroes Narrow Gauge Railway - being laid on a block foundation. Want to ballast afterwards and will use grey granite chippings.

I want the ballast on the outside of the blocks to "stay put" and form a edge for the looser chip pings on the actual track. I have seen that some people mix PVA glue to gravel??

Any advice from those that have done it please.

I mix my ballast with cement, in a ratio of about 2 of ballast to 1 of cement, laid down dry and then spayed with a water/PVA mix.
