That't because the loco is based on a prototype which doesn't have enclosed motion, the sole steamer of the Chiemseebahn in Bavaria, a short (just under 2km) metre gauge line that links the main line station of Prien with the lake steamer pier at Prien-Stock. The line is mostly reserved right-of-way so gets away with out all the tramway bells and whistles, but is still AFAIK the last place on the planet you can seen an enclosed steam-tram type loco in action (they also have a diesel mocked up to look the same as reserve loco).

Looking closely, it appears one is getting an expensive Max out of the deal.
