Running board brackets

Yet another problem with assembling my VoR brakevan...
I'm having trouble getting the brackets that support the running board to align. The top surfaces of the brackets, on which the board itself is supposed to rest, are out of line with each other, despite being fitted into the pre-drilled holes in the solebars of the kit. Any suggestions?
