I wouldn't call that a vertical garratt more like a shay or meyer.

It's deffinatley a vertical boilered Garratt, there is no gearing, so it's not a Shay, I can't remember what a Meyer is like, but that engine certainly isn't one!

i remember a meyer is 2 articulated bogies directly attached like wllr no 6 monarch!
so yes it is a garratt,

A Saxon Meyer has both the power units facing the same direction, and I think one is articulated and the other one fixed (not got access to my reference books at present).

As already stated the above photo is of a Garratt type loco.
