A nice pair, but who made them (bogies, that is!)

Poking around on eBay.co.uk, I found an auction for an interesting pair of bogies on a closed auction, anyone know who made these?

They are close to the US Carter/West Side lumber trucks/bogies, but with conventional springs vs being swing motion.
