How much did the engineer have to pay?

NB.
There should be enough clues in the image to help identify this location.

1 rupee for failing to be accurate in making 2 ends of the tunnel meet. He wae so ashamed he killed himself and is buried near the tunnel which is named after him "Barog"

Correct, Sir CC.

Elvis Trundle has given planning permission for the passing loop to be a mirror-image of Barog, with the refreshment room and stoeps hiding the steps up to the balcony and the tunnel being under the balcony.

OK - which railway would have run here if it had existed as a Real Railway, rather than a garden one?

(this gate would've been a level crossing at the top end of the upper end station)
