Railway Sleepers

With the move a garden tramway I find myself in very unfamiliar ground when it comes to what is best to use, this time with track components.
This all started with 45mm track for the narrow gauge trams, I decided to go with code 180/200 as I want a fine scale appearance, what I didn't consider was the standard gauge trams I'll be running. I like the look of the code 180/200 rails and don't really want to up scale to the code 250 rail, scratch building track while a bit laborious doesn't worry me, Cliff Barker supplies chairs but I cant find anyone that can supply suitable plastic strip that can be used for sleeping to stick rail chairs down on to.
What I need is a Gauge 3 sleeper without any chairs, can anyone suggest where I might find such a thing, thanks?
