My thoughts as well Mr Butler so I reckon it's a loco chassis.

Possibly not self propelled.... maybe a trailing power truck?

HuH!! you've actually got space either side and at the back of your work piece Jim.
If that was on my bench it would have junk on all three sides, or more than likely be sitting on a drawer slid out from under the bench because there isn't any more room.

I just noticed the elastic band so it's obviously a new type sling shot loco...

It's not a cunning way to stabiise paint pots so they don't get knocked over then?

Not a bad idea, I could do with one of those.

Maybe a self propelled rail crane with retractable stabilizers ?
