Quartering wheels.

I am converting from 32 to 45 gauge, I have made the blocks to space the cylinders and I have made some new axles from the correct size of stainless rod.

I am already to go with assembly of the loco but I can't quite see how to press the wheels on to the axles and get the correct quartering. Any jig I think up in my head will get in the way of pressing the wheels on.

Anybody done this?
