It's a Crape Myrtle tree. This can be found in tropical area only since it was originated in subcontinental of India and South East Asia. In fact, the flowers blossom in the high peak of Summer in Nashville where the temperature is about 90-100F. The one in my garden railway is a miniature tree, about 1.3 foot tall. But real Crape Myrtle can be as tall as 20-100 feet.
