How does this not short out?

I came across this video on YouTube.

It's a traditional OO train, running under water. I thought it was an April fool at first, but it was posted in August. Surely the water should make everything short out???

Water is not a very good conductor of electricity, it's impurities that make it conductive, i.e. salt water.

Rust would be the main issue.

Water only shorts out a circuit when you don't want it to!!!!!
