Some brands are. Some of the cheaper bricks are HDPE, which won't take paint, or glue.

I'm using Humbrol 76 and 100 for the Col. Stephens livery. I go for Revell Matt 48 for mine, which is slightly "bluer" than the shade often used - I reckon it gives a slightly faded look, which I like.
