Im looking to build switches for an axel Counter that will survive outside.

Anyone built one before?

I have all of the sensor inputs and Train Controller software can deal with the logic and counting.

Never built one but. A reed switch and magnets on the wagons might be the way to go as there is less to go wrong. Micro switches outside don't last very long.
If at first you don't succeed, use a bigger hammer!
