I've been meaning to check myself but do you think the windows are Mamod items? The spectacle rings are smaller diameter than Mamod ones. These were made from part finished Beck Anna G scale loco or later models left over parts. The 32mm versions have the frames moved in and axles shortened (with variable skill!). More likely to be a serial no. than a date. It could be the 94th model of that type, or the 94th model he made, or ...... I'd say build number due to number of Beck looking parts used on it.  Just a hunch. Thanks Graeme and Paul - I did think it more likely a production number - thanks for your fee...
