You can do this by bending the sheets with the axle bushes out of another until You can remove and change the axles. I know this from my tender, hauled by a Regner Konrad, which is regaugabel too. First please read the owners manual( http://www.roundhouse-eng.com/pdf/billy.pdf ), and keep the prescriptions from there, especially the boiler, lubricator and gas filler advices.
