They kind of look like Burlington style rerailers, but I'm not 100% sure that's what they're supposed to be.

I've had a hard time finding reference photos with anything similar mounted on a locomotive pilot. They must have based it on something... :scratch:

The distinctive large/boxy side tanks were the first clue, though the wheels did throw me off a bit... I hadn't realized they were so small!
