IP engineering chassis not working

Hello again - after a while of leaving 16mm well done for practical reasons looking to return to it in the very near future. I have dug out an IP entering chassis for a project which had stalled about 3 years ago.
Unfortunately when trying it out the motor is not working. i've used new batteries (bought yesterday) and have had a look around the chassis. There is a bit of rust (which was apparent when it was working) and nothing is loose.
I've partially dismantled the motor from the chassis and both turn freely.
I haven't tried the motor on it's own yet nor any different batteries but nothing smells as if it's burnt out.
Have anyone else had this problem.
The chassis itself is the deluxe chassis made from plastic and I have fitted a manual speed controller to it.
