There is no clutch peddle on a Ruston, the wet plate clutches (one for each gear) being engaged through the lever operated by the Right hand/arm when sitting on the seat.
The other levers are, the brake lever operated by the left hand, the one with the ratchet catches, and the forward/neutral/reverse lever which is against the bulkhead.
There are also two other small levers attached to the bulkhead, one for the throttle and one operating a paddle in the sand box.
The mystery part may be part of the brake rigging, although looks too big to be the bottom of the brake lever where it attaches to the shaft that runs to the other end of the loco.
