The chassis is OK but with a few limitations, there aren't any bearings in it, the axle just runs through a hole in the steel and on mine the holes aren't lined up that well.
The wheels are NOT insulated and I don't really think it'll be possible to modify them to make them insulated.

The insulation is just a plastic bush, so it's easy enough to regauge 45mm wheelsets to 32mm if necessary.
IPE supply plastic gears and if used they need to be properly meshed and grease lubricated, or they wear very quickly.....

Also as the chassis is inside frame so it's too wide to take any flange there is on the bush.

The bushes are a tight press fit and you need a small hammer and a piece of tube to drift the wheels along the axle. The wheel tread will slip on the rail long before the bush will move on the axle.
