Ebay for secondhand, or the forum For Sale section. Trouble is nothing is really cheap.
Red plastic Big Big track does appear on ebay but it is not really suitable but it is the cheaper end.
Trackshack on the Isle of Man is about the cheapest for new peco that I have found. Around 90 quid for 1doz yards.

In the last 12 months I have picked up some tenmille 45mm for less than a quid a foot. A rare bargain perhaps but was from a dealer not ebay.  There are some short lengths but ideal for sidings.... keep your eye out.  I have also done well with a job lot on ebay that was a mixture of tenmille and lgb.
I am not a proud man and am happy to live on second hand track. Tenmille 45mm doesn't seem universally popular!

All my track so far is secondhand with plenty of life left in it... Cant afford new track so bargains have to be searched for..so far 12 lengths of flexitrack and 6 metre lengths of tenmile along with about 5 metres of offcuts of tenmile track with a few curves in it A bit of mamod track and a huge oval of big big red track which is ok if you paint it black

I have gone for secondhand track on my line. I use a mixture of Peco and Tenmille SM32. The first batch of Peco was bought from the forum, I then bought a small bundle of Tenmille at a car boot sale for a few quid. The secondhand stalls at shows are always worth looking at - I bought another bundle at the Exeter GR show.

My latest big batch came from an advert of track for sale - I ended up with 3 points and about 50 yards of track for £120. Assuming a tenner each for the points - that comes to about £1.80 a yard.

Bargains are out there - you just have to wait for them!

I use Tenmille 32mm exclusively with no problems whatsoever, but I don't lay track on the ground, its all raised on board or ally bridgework. I also run LGB/Piko in the same way and never have any problem with either sets of trackwork.

I bought some really cheap wooden sleepered, brass railed track, which was cheap because the chairs and sleepers were past it. Cleaned up the rail and resleepered it with tenmille sleeper strip. Worked out about half the price of new tenmille track. Only problem was finding correct fishplates.

Be careful about buying track on eBay as sometimes it can be damaged when being post or the seller just isn't letting up on the real condition of the track.

When buying second hand track I would personally get it from shows, that way you can "inspect" the track for any damage.

There are other methods if you're sufficiently practical and equipped.

1) It is possible to just buy flat-bottom rail and make up your own track- cut sleepers on a table saw and spike rail down with gimp pins or similar.

2) If you can weld, I have known someone build a complete railway from 12mm black mild steel strip, long bits on edge for rails welded to short flat bits for sleepers. Regular application of oil stopped the rail-heads rusting, but when the sleepers rusted they just looked more natural.
Well, now we know the buffer-stops work! (Heard at 2013 "Longest Day" solstice steamup)

Hey, even us Orangs have our skills. (Family joke after my son pointed at a picture of one and shouted "Daddy")
Track building is not that difficult. It just takes a little planning and care. Points can be a bit tricky but If you can get a plan its is just like building a jigsaw. Soldering can be tricky at first but with a little time and the right materials and it is easy enough to master.

Just had a flick through the 16mm society handbook and there is an article about building track in it. You might find it handy if you go down this route.

If your working on a tight budget work out the track plan before you purchase anything! That way you can by only the parts you need. eBay can be your friend but decide what you want first.
If it can be made full scale it can be made 16mm
