Yes, the hum. I'm not surprised a simple capacitor won't cut it. Small capacitors are used to suppress electrical 'noise', ie. voltage spikes from the commutator that can cause interference with the electronics in the speed control. To be fair, that drawing is a Black Five, (if memory serves) and much busier than the average narrow gauge backhead.

You're gonna need something bigger if you want it to work. As I mentioned in your intro thread, your best bet would be a cheap used "toy" steam engine as a donor. Every critical part is already made and works. You could build something like this, but with the boiler mounted transversely. h...

Too soon to say, but the layout situation may just change in the next year or two.. 8) 15/11/23 A suitably-short driver has been painted, along with a whitemetal spanner, oil tin and the customary water bag.
