Just going through the same thing myself with the same results, so I had a look at the PCB inside and it isn't a socket for a charger it appears to be for a power supply with the charging circuit built in. I've not got around to putting volts across it and measuring the current delivered to the batt...

The insulation is just a plastic bush, so it's easy enough to regauge 45mm wheelsets to 32mm if necessary. This will be all right for a piece of rolling stock but not for a locomotive as the plastic bush will have to be fixed in such a way that it will take the drive from the motor without slipping...

The chassis is OK but with a few limitations, there aren't any bearings in it, the axle just runs through a hole in the steel and on mine the holes aren't lined up that well. The wheels are NOT insulated and I don't really think it'll be possible to modify them to make them insulated. I've built a s...

Would this be any good? http://www.stilesandbates.co.uk/product.php/section/7280/sn/AWALSB_MST/site/PN131120 You would need to cut it to size for sleepers with a bandsaw of course. That's far too good a wood to use --- go for kiln dried sapele and buy yourself a GOOD quality floor mounted table saw...
