Same as 'hussra' suggested, 2 of them back to back, with a cap stuck on top made from disks of plastikard or whatever.

Ooh, the Saltford kit was more luxurious than that - there was a little whitemetal casting for the radiator cap! (If I remember correctly, it was the only casting in the whole kit.)
